Work Permit in Serbia: Application and Process Guide

Serbia introduced a unified permit system in 2023, combining the residence and work permit into a single document. This allows foreign workers to complete the process with one application rather than two separate procedures. Separate permit types also exist for self-employed individuals in certain sectors and for investors establishing a company in Serbia.

Turkish citizens can enter Serbia visa-free for up to 90 days within a 180-day period. However, a valid work permit is still required to work during this period; a long-stay visa (Visa D) is required for extended stays.

In Serbia, the employer submits the work permit application; the foreign worker cannot apply in person. Applications are submitted to the Foreigners Directorate of the Ministry of Interior (Uprava za strance). The review process generally concludes within 30–45 days.

Core documents required include a valid passport, temporary residence permit document, employer legal entity document and employment contract. The fee ranges approximately from 17,000 to 25,000 RSD depending on the permit type. Document requirements may vary by permit type and current legislation.

Every foreign worker entering Serbia must register for a 'White Card' (Beli Karton) within the first 24 hours of arrival. This registration can be completed by the employer or hotel providing accommodation, or by applying directly to the Ministry of Interior. Failure to meet this obligation may result in administrative sanctions.
