When is a residence permit needed?

Citizens of the Republic of Türkiye can travel to North Macedonia without a visa for short stays, but visa-free entry does not create a right to study. A student staying long term to study must apply for a temporary residence permit for the purpose of education. Relying on the short-term visa-free stay and delaying the residence application is one of the most common mistakes we see.

The permit is needed not only for lawful stay but also to set up daily life: opening a local bank account, getting a long-term phone line and accessing certain health services depend on it. We therefore recommend starting the process within the first month of arrival.

The first requirement is a valid university acceptance or enrollment letter. The residence permit is not a process independent of university enrollment; the residence file cannot be opened before enrollment is complete.

Required documents

A student residence permit application generally requires: a valid passport (with remaining validity covering the permit period applied for); the university acceptance or enrollment letter; a criminal record certificate with apostille and sworn translation; a health insurance policy valid in North Macedonia; proof of financial means showing the student can cover their costs in the country (bank statement or a parental undertaking); a document showing the address of residence (lease or dormitory certificate); and a biometric photograph.

Students under eighteen also need notarized parental consent. This document must be prepared in Türkiye, apostilled and translated; discovering it is missing after the student has arrived can extend the process by weeks.

Apostille, translation and address registration

For official documents issued in Türkiye to be valid in North Macedonia, they must carry an apostille. The route followed in practice is this: the document is translated into Macedonian by a sworn translator in Türkiye, certified by a notary, and the apostille is obtained through the governorship or district governorship. In other words the translation and notarization are completed before the apostille, which certifies the notary's signature.

There is one more step once the documents reach North Macedonia: a local sworn translator checks the translation and certifications, and if satisfied the file is taken into processing. This verification step is rarely mentioned anywhere but is a real part of the process; if anything is missing in the translation done in Türkiye, it surfaces here. That is why getting the Turkish-side translation right and complete prevents delays later on.

Completing this preparation while still in Türkiye brings a clear advantage in both time and cost. Having documents sent from Türkiye after the student has arrived means a delay of two to three weeks at best.

Address registration is the frequently overlooked leg of the process. The student's address must be notified to the competent authority, and that notification generally relies on the lease. A student staying in an unregistered flat without a contract cannot complete address registration, which in turn blocks the residence application outright. This is why we insist the lease be drawn up properly when renting.

The most common mistakes

In practice, the mistakes that send files back fall into a few categories. First, a passport whose remaining validity does not cover the permit period applied for. Second, a criminal record submitted without an apostille or only as an e-government printout. Third, a health insurance policy that is not valid in North Macedonia — a domestic Turkish policy does not meet the requirement.

Fourth, and most common, being unable to complete address registration because the student is living in a flat without a lease. Fifth, timing: running the process straight into the start-of-term rush. September and October are the busiest period of the year for both university enrollment and residence applications, and processing times stretch.

The time for a residence permit to be finalized varies with the authority's workload and the completeness of the file; no definite timeline can be promised in advance. The outcome rests entirely with the competent North Macedonian authorities, and no consulting firm can guarantee a result.
